9月19日，炼化工程集团副董事长、四建公司执行董事、党委书记向文武应邀，参加天津海洋装备产业（人才）联盟交流会。向文武代表联盟副主席单位和工程产业分会理事长单位发言，从四建公司基本情况、打造“三大业务发展引擎”，培育“施工+设计+项目管理+制造”转型发展协同优势、对联盟企业深化合作优化课题等方面进行分享交流，表示将加大对联盟及成员单位在海洋工程建造、工程技术服务、技术人才和职业技能研究培训等方面做好合作、服务、支撑，为天津市海洋装备产业发展贡献力量。
海油工程董事长、党委书记、联盟主席王章领传达上级精神，介绍海工业务发展情况，分析研判海工海外业务发展模式，发布了合作意向需求，并对完善产业链图谱、重点技术和产品需求清单和建立联盟专家库等方面做了工作安排。天津港保税区科技局局长马力围绕聚焦开放共享、协同创新，为产业发展搭建政、校、企合作桥梁，推动“平台经济”“平台企业”补强产业链，促进联盟企业转型高质量发展提出具体要求。

On September 19, 2013, Dr. Xiang Wenwu, Vice Chairman of SINOPEC Engineering (Group) Co., Ltd. (SEG) and Executive Director of SINOPEC Fourth Construction Co., Ltd. (SFCC), was invited to attend the exchange meeting of the Tianjin Marine Equipment Industry (Talent) Alliance, where he delivered a speech on behalf of the vice chairman units of the Alliance and the chairman units of the engineering industry branch with shared topics on the general information of SFCC, building "three major business development engines", cultivating the synergy advantages of "construction + design + project management + manufacturing" by transformation and development, deepening and optimizing cooperation among the alliance enterprises, and expressed the willingness to increase cooperation, provide more services and supports for the alliance and its member units in marine engineering, technical services, technical personnel and vocational skills research and training, and contribute to the development of Tianjin's marine equipment industry.
Mr. Wang Zhangling, Chairman of Offshore Oil Engineering Co.,Ltd and Chairman of the Alliance, conveyed the spirit of the superiors, introduced the development of the offshore engineering business, analyzed and evaluated the overseas business development model of offshore engineering, released the cooperation intentions and demands, and made work arrangements for improving the industrial chain map, listing of key technologies and product needs and establishing the alliance expert database. Mr. Ma Li, Director of the Science and Technology Bureau of Tianjin Port Free Trade Zone, put forward specific requirements for the transformation and high-quality development of alliance enterprises, focusing on open sharing and collaborative innovation, building a bridge of cooperation between government, school and enterprise for industrial development, and promoting the "platform economy" and "platform enterprises" to strengthen the industrial chain.
