1月18日，北方华锦联合石化精细化工及原料工程项目165万吨/年乙烯装置开工。该装置为目前国内最大单体乙烯核心装置，总包商为中国石化工程建设公司（SEI），四建公司第一工程公司承建乙烯装置，计划2025年12月30日实现装置中交。四建公司副总经理郭文斌应邀参加165万吨/年乙烯装置开工仪式。

 开工仪式上，郭文斌代表四建公司作表态发言：要牢记安全职责。深入贯彻落实习近平总书记关于安全生产的重要论述，以时时放心不下的紧迫感，狠抓责任落实，细化专项措施，保障安全投入，用好“数字化、模块化、信息化”等多项行业领先手段，实行全过程、全方位、全员管理，确保项目建设期间安全环保可控。要坚持质量创优。深化“建精品、树丰碑、站排头”的企业核心理念，严把每一道工序，压实全员质量责任制，保持项目建设过程中的质保体系有效运行、责任可追溯，让从严管理、精细管理成为全员自觉，努力创建优质工程、精品工程。要精心组织施工。严格按照业主、总包商确定的进度计划，锚定目标不动摇，应用模块化施工、数字化赋能，以新工艺、新技术、新方法，提升工作效率，做到狠抓施工组织优化不放松，加强与设计、采购、监理、质监站等各方协同，在保证项目安全环保质量的前提下，以高质量效率，完成节点要求。要强化党建引领。立足项目建设，发扬“拼抢细实”的新铁军作风，发挥好基层党支部和党员“两个作用”，努力在各项工作中站排头、争第一，以高质量的党建推动项目高水平执行。(吕伟华）

On January 18th, the 1.65 million tons/year ethylene plant of the North Huajin United Petrochemical Fine Chemical and Raw Material Project started construction. This unit is currently the largest single ethylene core unit in China, with SEI as the general contractor and the First Construction Company of SFCC in charge of construction. The ethylene unit is planned to be delivered on December 30, 2025. Guo Wenbin, Deputy General Manager of the Fourth Construction Company, was invited to attend the commencement ceremony of the 1.65 million ton/year ethylene plant.

At the commencement ceremony, Guo Wenbin made a statement on behalf of the Fourth Construction Company: First, we must remember our safety responsibilities. Deeply implement the important statement of General Secretary on safety production, with a sense of urgency at all times, pay close attention to the implementation of responsibilities, refine special measures, ensure safety investment, make good use of many industry-leading means such as "digitalization, modularization and informatization", implement full process, all-round and all staff management, and ensure that safety and environmental protection are controllable during project construction. Secondly, we must adhere to quality excellence. Deepen the core concept of "building high-quality products, building monuments, and standing at the forefront", strictly control every process, strengthen the quality responsibility system of all employees, maintain the effective operation of the quality assurance system and traceability of responsibilities in the project construction process, make strict and fine management a conscious effort of all employees, and strive to create high-quality and exquisite projects. We must carefully organize the construction. Strictly follow the schedule determined by the owner and general contractor, anchor the goals without wavering, apply modular construction and digital empowerment, use new processes, technologies, and methods to improve work efficiency, achieve strict optimization of construction organization without relaxation, strengthen collaboration with design, procurement, supervision, quality supervision stations, and other parties, and complete node requirements with high quality and efficiency while ensuring project safety, environmental protection, and quality. Fourthly, we need to strengthen the guidance of party building. Based on project construction, we will promote the new iron army style of "striving for excellence, meticulousness, and practicality", give full play to the "two roles" of grassroots party branches and party members, and strive to stand at the forefront and compete for the first place in all work, promoting high-level project execution through high-quality party building.（Lv weihua）
