Sinopec Fourth Construction Co., Ltd., formerly known as Daqing Refinery Construction Headquarters, was established on January 1, 1963. It is a professional construction team consisting of 1700 members, primarily the Lanzhou Refinery engineering team, installation group 4, and construction group 4. Its main responsibility is to undertake the construction and installation tasks for the Daqing 1 million tons/year refinery main project.

In the mid-1960s, guided by the principle of "preparing for war and famine for the people," the Party Central Committee made a decision to prioritize the construction of the "three-line" project. In April 1965, Fushun Refinery Construction assembled a team of nearly 300 individuals to participate in the development of the Changling Oil Refinery project in Linxiang, Hunan Province, known as Project 6501, which was designated as the "6501 Production Team." Subsequently, in April 1966, staff from Daqing Refinery construction were also transferred in batches to Changling to collaborate with the "6501" production team. Both teams operated under unified leadership provided by Changling Refinery Construction headquarters. Finally, in 1970, these two teams - namely "6501 Production Team" and "Daqing Refining and Construction" - merged and came under management by Chemical Production Administration of General Logistics Department. They were subsequently renamed as "the 57th Corps of 2348 Engineering Headquarters of Chinese People's Liberation Army."

On April 26, 1973, the 57th Corps of the 2348 Engineering Headquarters of the Chinese People's Liberation Army was placed under the management of the Ministry of Fuel Chemical Industry. Subsequently, on June 1, the Fourth Construction Company of the Ministry of Fuel Chemical Industry was formally established.

In 1974, in line with the construction plans for Tianjin Refinery, our company relocated from Hunan to Tianjin and began establishing a strong presence in Dagang area. Over time, we grew into a nationally recognized engineering construction general contracting enterprise.

In April 1975, following governmental restructuring efforts that led to abolishing the Ministry of Fuel Chemical Industry and establishing instead the Ministry of Petrochemical Industry; our company became subordinate to this new ministry and underwent a name change as "the Fourth Petrochemical Construction Company of the Ministry of Petrochemical Industry".

In August 1978, further governmental changes resulted in dissolving both Ministries - petrochemical industry and chemical industry - while our company was divided accordingly into two entities: one under supervision by The Ministry of Petroleum Industry retaining its name as "the Fourth Petrochemical Construction Company", and another entity formed within The Ministry of Chemical Industry.

In 1983 China Petroleum and Chemical Corporation (Sinopec) was established. Consequently on July 15th that year, our company came under Sinopec's management becoming known as "China Petroleum and Chemical Corporation Fourth Construction Company".

On October 24, 1998, the company was transferred to the management of China Petroleum and Chemical Corporation and rebranded as "the Fourth Construction Company of China Petrochemical Group".

In April 2012, the company underwent a restructuring process and became a subsidiary of SINOPEC Engineering(Group)Co., Ltd.

In May 2013, SINOPEC Engineering(Group)Co., Ltd. was successfully listed in Hong Kong, marking the official entry of the company into the capital market.
