中石化第四建设有限公司是中国石油化工集团有限公司控股的中石化炼化工程（集团）股份有限公司的全资子公司，是面向能源化工行业全产业链的工程服务商，可为客户提供工程咨询、工程设计、工程施工、工程总承包、工程项目管理、工程监理、职业技能培训等服务。

公司成立于大庆石油会战时期的1963年1月1日，前身是大庆炼建指挥部；1965年参加“三线建设”迁至湖南长岭；1974年参加天津250万吨/年炼油厂建设，落户天津滨海新区。

公司是国家住建部核定的石油化工工程施工总承包壹级企业，业务涵盖炼油、化工、煤化工、储运工程、海洋工程、环境工程等多个领域，在特种材料焊接、LNG低温存储工程、模块化建造等方面形成了国内领先的技术优势。

公司主导重组智汇（天津）工程设计院有限公司，持有工程设计化工石化医药行业甲级资质，具有石油化工、新能源工程、煤化工、数字化工程等领域工程建设的咨询、设计、工程总承包能力。

公司2007年成立专业公司，专门从事工程项目管理（PMC）、物资管理、工程监理和工程咨询等专业化管理服务，形成了较完善的管理体系，得到行业内客户的高度认可。

公司所属的中国石化华北安全实操培训基地和智能制造产业学院，充分发挥技能培训业务优势，提供管理人才业务提升、技能人才培养、入厂作业人员安全教育及承办技能业务竞赛等服务。

公司推进数字化工程建设，按照“数据+平台+应用”的新模式，通过自主研发+联合开发的方式，构建以业务管理为主的“数字化综合业务管理”平台和以施工过程管理为主的“工程项目数字管理”平台建设，打造一个综合数据池。公司具有工程项目数字化交付的能力，可为业主提供数字化交付的咨询和交付管理等服务，与SEI（中国石化工程建设有限公司）联合开发的管道施工管理系统实现产品化，在中国石化安庆石化公司、北方华锦联合石化有限公司、埃克森美孚（惠州）有限公司建设项目中应用实施。

Our Profile

SINOPEC Fourth Construction Co., Ltd. is a wholly-owned subsidiary of SINOPEC Engineering (Group) Co., Ltd. (SEG) held by China Petrochemical Corporation (SINOPEC). It provides project consulting, engineering design, general construction, EPC, project management, project supervision, vocational skills training and other services, covering the entire energy and chemical industry chain.

The Company was founded on January 1, 1963 during the Daqing Petroleum Campaign, originally named as the Daqing Refinery Construction Headquarters. It relocated to Changling, Hunan in 1965 for participation in the "Three-tier Region Construction", and settled in Binhai New Area, Tianjin in 1974 for the construction of the Tianjin 2.5MTPA Refinery.

As a first-class general contractor for the construction of refining and petrochemical projects approved by the Ministry of Housing and Urban-Rural Development of China, the Company has its businesses spanning from refining, chemical, coal chemical, storage, transportation, marine projects to environmental and other projects. It has gained technical advantages in the country's special material welding, LNG storage tanks, modular construction and other fields.

Having led the restructuring of Zhihui (Tianjin) Engineering Design Institute Co., Ltd., which holds the first-class qualification for engineering design in the chemical, petrochemical and pharmaceutical industries, the Company is capable of providing consulting, engineering design and EPC services for oil refining, chemical, new energy, coal chemical, digital and other projects.

In 2007, the Company established a subsidiary specializing in providing project management (PMC), material management, project supervision, project consulting and other management services. It has developed a sound management system and highly recognized by clients within the industry.

SINOPEC North China Safety Practice and Training Base and Intelligent Manufacturing Industry Institute subordinate to the Company have fully leveraged their advantages in skill training and provided such services as training of managerial and technical talents, safety induction education, and undertaking of skill competitions.
